Im sorry, this is one of the weirdest things i have ever heard of.
Are you going for every country that has things to pay back. Black plague did not start here, i belive it was brought here in ships, and im sure they went to the us as well. What about countries like south africa, Nigera etc, places that have done, and still are doing worse
Odd is all i can say
Im Sure the US has plenty to pay back, dont see you going after your own country
